PEETO Pasifika Education and Employment Training Organisation offers FREE* Tertiary Education Commission funded Training Opportunities Programme (TOPs) coursesin English for Speakers of Other Languages (ESOL) for Employment. PEETO provides six courses and 72 training places over 4 terms and totalling 45 weeks of tuition per year.
*FREE courses are available to Pasifika, refugee and migrant people registered with Work and income who are at Risk of Long Term Unemployment.
Specialised Bilingual Support is also available for learners enrolled in any one of the six Training Opportunities courses offered by PEETO. All Training Opportunities are given the opportunity to develop foundation level computer literacy skills covering such areas as basic application of file management techniques, use of common Microsoft Office products, using the internet to retrieve information and managing email correspondence.
Students fill in an application form determined by whether they are Training Opportunities eligible, Foundation Learning Programme eligible, resident or non-resident.
Resident and registration with Work and Income, or visa status is determined to ascertain the students' right to access government funded courses, or their right to study in New Zealand.
An appointment for assessment is made to determine entry level and class placement.
Assessment takes place and the student is placed in the appropriate class for their level.

There are no course fees for Training Opportunities students and this is explained on enrolment.
The student is asked about their past work and experiences and study and/or training, and what kind of employment they wish to pursue when their English is good enough.
Prior learning is determined by asking the student and verifying with previous provider or NZQA records via the Internet. PEETO internal placement assessment shows Recognition of Prior Learning (RPL) and current learning where units haven't been assessed and/or achieved already.
Credit achievement on the National Qualifications Framework (NQF) is investigated via the Internet by the Administration Manager in cases where students have gained other credits. Once credit achievement is verified, credits will be transferred to the course and student record.

The learning contract is explained and signed by the student and tutor
A medical form is given to the student to fill in for PEETO records.
The Training Opportunities Class Handbook is then discussed with the student or interpreted (if the student is enrolling after the beginning of the course). The handbook covers in detail the rights and responsibilities of students.
The student signs a declaration form (2 copies) stating that they have understood the contents of the Training Opportunities Class Handbook. One copy remains on file in the administration area with the other copy going to the student.
Students are shown to their classrooms, and given a timetable where necessary.
Orientation of school premises and facilities takes place.
